My Lord :-
With reference to Lord Pauncefote's despatch No.76 of March 4th, I have now the honour to enclose a copy of the President's order establishing civil government in the Philippines and designating Judge Taft as the first Governor in the place of the military régime which has existed until now. The order is to take effect on July 4th.
Your Lordship will observe that although Judge Taft is appointed Civil Governor he is to exercise his authority subject to the approval and control of the Secretary of War.
